I'm not comfortable with that at all.  In particular, rfc2396bis now 
talks entirely in terms of equivalence, and in section 6.1 I think makes 
the context pretty clear.  So it's over to Dan: if "equivalence" is a 
show-stopper for you, then publication is on hold until we can hash this 
out as a group.
