The system warranties the fidelity of copies of 
representations.  This is delegation of authority. 
However, this means proxies are the same resource.
'Acting of behalf of' is a system relationship.

I doubt a system of law would stand for that, but it 
is good enough for the operation of retrieving a 
representation on the web.

The URI really is being used as an identifier by which
some information is obtained. From _where_ the information is obtained is
not necessarily, or even preferably, from the resource.
