URIs and "context" (was Re: 13 Aug Arch Doc available for review

The word "context" is used in two different ways with respect to URIs,
in point 2.1 of section 1.1, and in section 1.4.1.

I think that the easiest fix would be to add a note to 1.4.1 saying;

'Note that the use of the word "context" is different than the use
of the word in section 1.1 regarding relative URIs.'
