I'd also rather have transform work as replace, especially as it means that
I don't need to do any work since Firefox already works like that.

It's consistent with viewBox/preserveAspectRatio (you can specify
viewBox(none) on a UA that supports SVG Tiny 1.2 viewBox(none))

I'd also be in favour of dropping viewTransform as a view attribute and as
an SVG fragment identifier as I don't think any UA has implemented it.
