SVG 2 standard - new features cut-off date

I've been kicking the can of producing the tasked break-down of my presentation on the need for non-scaling line patterns, fill patterns, and line widths down the road for a few months.  When is the cut-off date I need to have these presented to the group by, to keep the ball rolling?

I noticed the SVG2 charter has expired, hence I'm thinking dates have slid to the right; as I recall June 2014 was a timeframe bandied about in January's F2F in Seattle.
