Styling of SVG elements in CSS and SVG specs

During the review of CSS Masking I got the request to better distinguish between CSS properties and SVG elements.

Usually both types have the same characters to identify that a term is a property or element. This does not seem to be very accessible. E.g 'mask' or 'mask' - it is not possible to say if the spec is talking about the property or element without any further clarification. SVG has a different font weight, font size and color for elements to better distinguish between the two types. However, in the absence of CSS styling, this does not really help. The same for screen readers which may not take CSS into account.

fantasia suggest that we specify elements with the tag characters '<' and '>'. Now it is easy and obvious to distinguish between element and property: <mask>, 'mask'.
