I think we have to be practical here.  If the strictness of the spec has 
not resulted in the intended author behaviour (as is the case here with 
the frog document) and the browsers that are currently "lax" aren't 
willing to change to be strict, then we should just specify the lax 
behaviour.  There is no loss in expressivity in Brian's proposal.
