FWIW the reference png was rendered by Batik using this svg patchfile:

    http://dev.w3.org/SVG/profiles/1.2T/test/imagePatches/animate-elem-219-t.svg

Judging by the CVS changelog this test was marked as a draft some two  
years ago:

   http://dev.w3.org/cvsweb/SVG/profiles/1.2T/test/svg/animate-elem-219-t.svg

And as with all the tests that have a big red "DRAFT" mark, they are under  
development and may be incorrectly testing a feature.
