I think, this question is still open:

and there is no change/clarification either in the SVG 1.1 
draft for the second edition.

Currently I'm completing a wikibook on SVG.
Therefore it would be nice to discuss this question -
this might help to decide what to write about this in the
wikibook (for example: recommendation bug/not implementable/
not understandable/not usable/behaviour not predictable from
the recommendation/implemented otherwise or whatever ...)
