Approving tests for SVG 1.1 2nd Edition

   ... but in Firefox you get a flash of red
   ... while the content is waiting for restyling
   ... so if it's okay with everyone I'll add the word "go" to the page
   to make it clear when it's ready

   CL: the issue is that 1.1 required the UA to halt, but we weren't
   really considering script setting invalid value and things at that
   time
   ... and we've relaxed things since then
   ... and I don't think it guides implementers in the right direction
   any more

ISSUE-2321 filter margins

   ... there's push from mozilla, webkit and others

   ... trying to come up with something different that works, is
   implementable and doesn't break old content could be tricky
