[Params] Unclear about 'parameters' property

I did not understand Section 3.6, the 'parameters' property.  Why do
we need another mechanism to pass parameters - what's wrong with URL
arguments in CSS?  Perhaps this was to allow the .svg to be cached and
still get parameterization?
