[1.2T-LC] Less Emphasis on 'xml:id'

Hi, SVG WG-

I think the spec should put less emphasis on 'xml:id', given the
widespread support for 'id'.  I've written up a short argument for some
of the major points, along with concrete suggestions:

I raise this on the public list (rather than the SVG WG list) in order
to get more feedback.
