As an addition:

SVGT1.2 mentions an attribute with a valid value "":
xlink:href of image, video, audio, animation, ...
therefore values="1.png ; ; 2.png; ; 3.png;"
is a defined values list for xlink:href of image for
example, this simply means for the value "" the
display of the image element is disabled, here it
switches between a displayed image and no display.

I tested this and for example the adobe plugin does it 
as assumed by SVGT1.2, Opera 9 does it wrong and 
Squiggle1.7 provides error messages 
(would be maybe ok for a SVG1.1 document?).
