I'm also a little mystified by this test...
is it possible there is a typo?

W3C_SVG_12_TinyTestSuite.tar/svg/paint-grad-17-t.svg
from http://www.w3.org/Graphics/SVG/Test/

is this perhaps a CSS issue?

could not find a reference in SVG1.2t
