Accessibility & Pointer-events

Jeffs previous email and the linked resource:
https://bugzilla.mozilla.org/show_bug.cgi?id=410820#c4

raise some significant issues around web accessibility and the use of
pointer-events which are not currently addressed.

it would be helpful if some guidelines and techniques were created,
before too much code is produced.

for example should the styling reflect the status?
underlined text would normally be expected to be active and clickable.
