Oh boy, that's a can of worms. I tried to patch Mozilla to make it work that way 
for general XLink and XHTML links. Turns out that raises unfortunate issues. 
There are multiple discussions scattered over a dozen or so Mozilla bugs and in 
Mozilla newsgroups on that. For example

Not that I have any intention on getting into a discussion about this now, but I 
thought you might like to know.
