I'm wondering if this clashes with DOM Level 3 Events which requires UAs  
to support the complete model. Given that SVG has a normative reference to  
DOM Level 3 Events and the capture phase is not some optional module in  
that specification how can you profile it? The SVG WG should not profile  
other specifications.
