Please do not introduce SVGGlobal. The Web API working group is working on 
a generic solution for this which is compatible with existing browsers. 
Rather than require UAs to implement both the legacy API and the SVG API, 
it seems far more beneficial for the Web to just have a single API. This 
would result in higher quality implementations, and less confusion for 
authors.

The SVGGlobal interface does not introduce any graphics-related APIs, and 
thus it does not seem appropriate for SVG anyway.
