[SVGMobile12] Traits should be optional for browsers that don't have space limitations

Please do not require browsers that intend to implement the complete DOM 
specifications to implement the Traits APIs. There are far better ways to 
design APIs, and it would be a shame to require SVG authors to use the 
Traits API when this is not necessary.
