14.3.2 states

  If the SVG fragment identifier addresses any element , such as
  MyDrawing.svg#rectId), then the document defined by the rootmost
  svg element shall be displayed in the viewport using the view
  specification attributes on the rootmost svg element. 

Which has a space too much and is probably the result of replacing
"closest ancestor 'svg' element" with "root 'svg' element" and that
again with "rootmost svg element". If this change is intended, please
point this out in expressis verbis, and if not, well, fix it.
