SVG12: discard processing vs progressive processing

  If the target element does not exist when the 'discard' element
  becomes active, then the 'discard' element must be ignored.

I note that with timelineBegin="onStart" and if the discard element
precedes the target element, the element may or may not be discarded,
depending on the update frequency of the user agent; unless other
aspects of this are changed, it seems there should be a note that
authors better not make forward references in such a case; maybe in
the section on progressive rendering, if other elements have this
problem aswell.
