SVG12: progressive processing vs eRR

5.9.2 contradicts the definition of the eRR attribute; the eRR attribute
is defined such that "It specifies whether referenced resources that are
not part of the current document are required for proper rendering of
the given element." In section 5.9.2 however it applies to resources
that are part of the current document aswell. Please change section
5.9.2 such that progressive processing occurs for nodes up to the first
node with a dependency on a resource in the same document that has not
yet been resolved regardless of the eRR attribute.
