filters and transformation

Implementation question:

When an object with a filter like e.g. feConvolveMatrix applied to it is
transformed, does that mean that the filter kernel is transformed, or
that the filter output is rasterized and then rotated?

In the latter case, does that mean that the filter effects region is not
always going to be an axis-aligned rectangle in device space?
