SVG ? ? ?

Dear Ladies and Gentlemen,
 
I have several questions about the XML Graphics and SVG.
 
Could You please tell me how can I convert already existing dokuments,
in Frame Maker,
into SVG format without much effort. Is there a spesial software
necessary?
 
My next questions is, what possibilities do I have in case I want to
e.g. translate the coments
that are on the pictures? Is it possible to have them on different
planes and use only some text
editor for the translation?
 
It would be very nice of You, if you could help me out...
