You need to talk to your MP about that, as government funding is the 
only other sort of funding they are likely to get.  Given the current
trend to encourage the operation of the market, that's unlikely.

The delays in implementing accessibility will be the result of decisions
by the vendors, not the W3C process.  I'm sure, by now, you realise that
accessibility is not considered a high commercial priority.  They will
implement things quickly when they think they can sell them.
