http://www.w3.org/TR/2005/WD-SVGMobile12-20051207/struct.html#UseElement specifies some rules on how to use the xml:base attribute to resolve a relative IRI. It also talks about the xml:base attribute on the Document node which doesn't make sense to me. Is there any chance the specification could use Node.baseURI http://www.w3.org/TR/2004/REC-DOM-Level-3-Core-20040407/core.html#Node3-baseURI for its definitions instead?
