Right - it used to at the time this text was written, but then charmod
was split into several sections.

The specification now makes it clear that this is a quality of
implementation issue, not a conformance requirement. In addition, the
correct one of the several charmod specifications is now referenced.

The spec text now says

  SVG generators are encouraged to follow W3C guidelines for normalizing
  character data [CHARMOD-norm].
  with a pointer to http://www.w3.org/TR/charmod-norm/

Please let us know within two weeks if that does not satisfy your comment.
