Clearly, if only such technologies that SVG Tiny 1.2 "uses" are
relevant to whether it is appropriate for use with technologies
it does not "use", the claim is pointless and should be removed.

In this case, please request input from the CDF Working Group on
who is responsible to resolve this issue. It's odd that this has
not happened yet, such dependencies need to be sorted out before
Last Call.
