[SVGMobile12] Do recognised elements in the wrong place count as an error?

It is not clear from SVG 1.2 whether elements in the wrong place are in 
error. For example, the specification does not seem to address the 
processing model for referencing gradients that are outside the ancestor 
<svg> element, or that are inside bogus elements.
