"SVG gives control.. low quality vector implementations."

Not sure what point this sentence is trying to get across.




Vague and flowery language for a paragraph that essentially just needs 
to say that SVG documents can refer to SVG fragments both internal and 
external through various methods.


This paragraph wants to say that SVG provides a way of specifying a font 
within SVG, but somehow manages to avoid saying it.


Embedding by reference: <embed>, while not part of the HTML 
specification, is widely used and should be mentioned.
