This is a bad idea, please do not do this, please stop defining error 
behaviour, just state the document is in error and it is up to the user 
agent what to do with that fact.

Authors will know in error documents will not necessarily be interopable. 
It is not the job of a specification to define everything that should happen 
with erroneous content.  If it's not conformant, it's not SVG, stop forcing 
users to do a particular thing with something that isn't SVG.
