SVG Tiny 1.2 requires implementations to support XML Events.

There is no reason for a graphics format to define or require an events
framework. If user agents believe XML Events is an appropriate technology
for event handling, then they will implement it on its own merits.

In addition, the XML Events feature is redundant with two other features,
support for which is already required by SVG, namely DOM Events and event
handler attributes.

Please remove the requirement that implementations support XML Events.
