Both section 2.3 and Appendix D talk about SVG being a target of <xhtml:img> and CSS/XSL image properties. It is not indicated for Conforming Dynamic SVG Viewers if such reference to a SVG file should result in a "live" SVG with animations running and receiving events. Please clarify this issue in the specification.
