SVG12: overflow initial value

  The initial value for 'overflow' as defined in [CSS2-overflow] is
  'visible'; however, SVG traditionally overrides this initial value
  and set the 'overflow' property to the value 'hidden'.

It is not possible for implementations to assume two different initial
values, please change the draft to define such constraints in terms of
e.g. the user agent style sheet.
