Accessible html websites offer a "High Contrast" option

Does anyone have examples of SVG style controls for "High Contrast" in 
the wild?

  click on 'tools' then 'contrast' there are 3 options, low contrast the 
default, dark background, or light background

comments on how these options are best catered for are sought.
