I've had similar thoughts, and even created some menus with SVG myself.

However, it would be really nice if a standard XSLT library could be 
developed for laying out windows and creating menus and buttons and 
such.  Perhaps I could start a project with this if the W3C has a 
java.net like on which I could host such a project?
