Incorrect Link In SVG 1.1?

I think I may have stumbled on an incorrect link in SVG1.1:
http://www.w3.org/TR/SVG/animate.html#WallclockSyncValueSyntax

 "wallclock-sync-value : wallclock(" wallclock-value ")"
    Describes the element begin as a real-world clock time. The wallclock
time syntax is based upon syntax defined in [ISO8601].

The link on ISO8601 leads to:
http://www.color.org/ICC-1A_1999-04.PDF

Which has to do with color, not with time.

If this is indeed in error, this should be corrected in the newest draft of
SVG.
