Can anyone on the SVGWG explain why the HTML standard a:visited was not 
adopted?

this is a recognised accessibility standard almost universally agreed 
upon.

I accept that it may be desirable to offer a more subtle 
interpretation, but the first step is surely to ensure that it is 
present at all.

cookies appear to be the ungainly workaround.
