New HTML Window on SVG click

Hi,
Can someone help me with how to open a new html window by clicking an SVG object and how to pass any values to this html / php page. 
( Using <a xlink:href = "http:...." >  </a> opens the html page in the same window). I'd like to have the window as a new one holding some values that I pass to it. Please suggest.
