Because several years of experience with that have shown that they are 
truly painful to implement in script, and have generic usage. These 
aren't form controls, they're minimal interactivity specified at the 
text/text input level (somewhat like it is possible to specify 
interactivity between a shape and the mouse), and they have generic 
usage beyond forms (eg editing rich text). You don't get those from any 
other existing spec that I know of.
