[SVG 1.2 Comment] xml:id

Dear SVG WG,

3.5 sXBL bindings for SVG resources

The example uses xml:id as ID type.  For this example, UA MUST realize
that xml:id is always ID type in all vocublaries without SVG namespace
in advance.  So this spec shoud describe the relation between SVG 1.2
and xml:id.
