[SVG 1.2 Comment] sXBL retarget/stop event processing

Dear SVG WG,

3.4 sXBL rendering and event handling rules with SVG

The sXBL spec describes "In general, UI events must be retargeted and
mutation events must be stopped." and retarget/stop event processing
about focus and mouse is described in the sXBL spec.
But retarget/stop event processing for other events used in SVG 1.2 is
ambiguos.  I think SVG 1.2 spec shoud describe retarget/stop event
processing for those.
