flowText & margins

I am writing for clarification about flowText and
margins in the latest SVG 1.2 draft:

> To determine the placement of a strip the Glyph
> Groups from first word is used.  The initial

What is meant by "appropriate" here? Are we talking
about CSS margins? If so, which element would be
attributed with them, flowPara?
