I agree but I nevertheless found WebDraw 1 quite useful and promising 
(as you note, most commercial 1.0 software has it's quirks). 
Unfortunately, it seems as if development stopped quite a while ago (I'd

be happy to hear the contrary or that they resumed development).

Sodipodi http://sodipodi.sourceforge.net/ is a young SVG editor that's 
alive, open and free (GPL), gratis [1], and is available for Linux as 
well as for Windows. SVG is it's native format, just as it is WebDraw's.
(Illustrator for example doesn't use SVG as it's native format, and is 
not available for Linux.)

It all depends on what you need ...
