New procedures for www-svg

This is a test message for the new email
system installed for www-svg@w3.org.

Previously, you had to be subscribed to post.
Hopefully now we have removed that restriction, but
only allow non-subscribed posters to send after they
have validated themselves (and agreed that their 
message will be publicly archived).

This should keep the spam away, and get the valid 
messages through. If you have any problems sending
messages, let me know.
