Hi Tobi,

We ran out of time incorporating the bugs/comments from
the first release of the Schema into the next draft, so
stuck with the DTD.

We are really hard at work on both a modularized DTD and Schema
for the next release. The W3C party line will most likely
mean that the Schema will be normative.
