xlink:actuate value for xlinkRefAttrsEmbed

Sugestion for SVG 1.1 or 2.0

An onRequest value could be added to the xlink:actuate attribute for the image 
element and other elements that embade external resources. And a begin 
attribute may be added to the image element defining when the download should 
begin (in seconds, some_object.onclick, indefinite (javascript defined), 
something like the begin attribute for SMIL animation.

This may be used as a kind of streaming the animation in SVG or for preloading 
but not of all files simultaneously.

There may be a way to unload an image to free the viewers memory.
