Typo in SVG REC - Appendix B

In Appendix B, in B.1 the paragraph starts "The SVG DOM is builds upon ...". 

Either "The SVG DOM builds upon ..." or "The SVG DOM is built upon ..." seem 
acceptable but the current text seems to require correction.
