Uisng a keyboard; how does one get to the desired part of the image, where one can then select, and zoom into?

  ie how one would navigate and select via the keyboard?

  If not and assuming SVG becomes popular, keyboard users will be yet more
  disadvantaged...

This si just one of a number of issues that SVG will raise with regard to 
"device independence".
