1) where is the most current reference manual for svg? For implementation  
details, including instruction set and SVG graphic structured layout.

A new draft of SVG specification has just been released. See
http://www.w3.org/TR/SVG .

2) When do you expect SVG to be ratified and complete?

W3C SVG WG maintains a Status section at 
http://www.w3.org/Graphics/SVG/#status on the page 
http://www.w3.org/Graphics/SVG/ . (It is, including the examples, 
not up-to-date.)
